Programme assessment

Review a Compensation Event programme assessment

A structured check of whether a CE time assessment uses the correct contractual programme basis and whether the key time issues have been considered. This tool does not calculate delay, determine entitlement or run critical-path analysis.

1

Contract and programme position

Is this an NEC4 ECC contract?
Is there an Accepted Programme relevant to the event?
2

Dividing date

Has the relevant dividing date been identified?

The dividing date determines which Accepted Programme is used as the programme basis for the CE assessment.

What type of CE notification route applies?
3

Programme used for the assessment

Which programme has been used as the programme basis for the CE assessment?

The CE time assessment should use the Accepted Programme current at the relevant dividing date.

4

Baseline programme quality

Does the programme basis include or identify each item? Not every item is required for a review result.

Actual progress up to the relevant status point

Remaining work logic

Planned Completion

Completion Date

Key Dates, where applicable

Float

Time risk allowance

Relevant access and constraints

Effects of earlier implemented CEs, where applicable

5

CE effect

What time effect is being claimed?
Has the CE been added to the remaining work logic so that its effect can be distinguished from the baseline programme?
6

Existing delay and actual progress

Does the baseline already show delay or progress variance before the CE effect is added?
7

Planned Completion and Completion Date

Does the assessment distinguish planned Completion from the contractual Completion Date?

Acceptance of a programme does not itself change the Completion Date.

What happens to planned Completion in the CE assessment?
8

Terminal float

Terminal float is the period between planned Completion and the Completion Date shown on the programme.

Was there terminal float before the CE effect?

Different types of float require separate analysis. This tool does not determine ownership of every form of programme float.

9

Key Dates

Is a Key Date affected?

Key Dates and the Completion Date are different concepts.

10

Time risk allowance

Has relevant time risk allowance been considered in the CE programme assessment?

Relevant time risk allowance may need to be included where there are matters with a significant chance of occurring that are not themselves compensation events.

Does the assessment appear to add arbitrary extra float rather than event-related time risk allowance?
11

Mitigation and resequencing

Does the assessment include reasonable mitigation, resequencing or changed working logic?
Has acceleration been assumed?
